Champagne Shrimp Bisque

- 3 tablespoons unsalted butter
- 1/2 cup minced shallots
- 1/4 cup all-purpose flour
- 2 cups clam juice
- 2 cups chicken broth
- 1 1/2 cups Half & Half
- 1/4 teaspoon white pepper
- 1/2 teaspoon Worcestershire sauce
- 1 cup Champagne or sparkling wine
- 2 cups shredded Gruyere cheese
- 1 pound medium shrimp, deveined and shelled
- Chives, for serving
