Place a large pot or Dutch oven over medium-high heat and add olive oil. Add the ground beef and season with salt and pepper. Cook until brown then add the onion and garlic.
Add the rosemary, thyme, Italian seasoning, and tomato paste. Stir to combine.
Then, add the Worcestershire sauce, cabbage, carrots, bell pepper, tomato sauce, diced tomato, rice, bay leaf, and brown sugar to the pot.
