Instructions
Melt butter in a medium saucepan over medium-high heat. Add onions and sauté for 3-4 minutes, or until tender.
Sprinkle in flour and cook for 1 minute, stirring constantly.
Add potatoes, milk, chicken broth, and water to the saucepan. Bring to a boil.
Reduce heat to low, cover, and simmer for 10 minutes, or until potatoes are tender.
Stir in cheddar cheese and cook for 2 minutes, or until melted and smooth.
Garnish with chopped green onions and crumbled bacon (optional).
