Instructions
Bring a pot of water to boil. Add the chopped endive and garlic scapes and cook until tender-crisp, about 5-7 minutes.
Add the cooked rice to the pot and heat through.
Serve immediately, topped with preserved lemons and a drizzle of chili oil.
