Steam or boil carrots until tender, about 10 minutes. Drain and let cool slightly.
Combine carrots, coconut milk, bell pepper, green onions, garlic, sesame oil, rice vinegar, lime juice, fish sauce (if using), honey, turmeric, and cayenne in a blender.
Blend until smooth and creamy.
Chill for at least 30 minutes to allow flavors to meld.
