Place water, diced tomatoes, black beans, and chicken bouillon into your Instant Pot. Seal the lid and set to High Pressure for 3 minutes with a 5 minute Natural Release.
Carefully remove the lid and squeeze the juice of 1 lime into the pot. Stir well and ladle into bowls.
Top with crushed tortilla chips, avocado, sour cream, and shredded cheese (optional).
