Instructions
Heat olive oil in a large pot over medium heat. Add onions and garlic, sautéing until fragrant (about 3 minutes).
Add diced tomatoes, broth, paprika, cayenne, oregano, cumin, salt, and black pepper. Stir and bring to a simmer.
Stir in sliced bell pepper and carrots. Simmer for about 10 minutes until vegetables start to soften.
Gently place the fish fillets into the broth. Reduce heat to low and simmer for 8-10 minutes until the fish is tender and flaky.
Stir in lemon juice and chopped cilantro, then remove from heat. Serve hot, garnished with extra cilantro and red pepper flakes if desired.
