Heat olive oil in a large pot over medium heat. Add onion and cook until softened, about 5 minutes. Add garlic and cook for another minute until fragrant.
Add crushed tomatoes and rice flour to the pot. Stir well to combine.
Pour in vegetable broth and bring to a simmer, stirring constantly. Reduce heat to low and simmer for 15-20 minutes, stirring occasionally.
Stir in honey, salt, and pepper to taste. Adjust seasonings as needed.
