Preheat oven to 400°F (200°C).
In a bowl, combine ground turkey, parmesan cheese, onion, egg, salt, and pepper. Mix well.
Form the mixture into 1-inch meatballs and place on a parchment-lined baking sheet.
Bake for 15-20 minutes, or until cooked through.
In a soup pot, combine chicken stock and water. Bring to a boil, then reduce heat.
Add carrots, celery, thyme, basil, and salt & pepper. Simmer for 10 minutes, until carrots are tender.
Add cooked meatballs, noodles, red pepper, and green onions. Simmer for 10 minutes, or until noodles are cooked.
