In a large bowl, combine flour, salt, sugar, and yeast.
Gradually add warm water and mix until a dough forms.
Knead the dough for 5-7 minutes until smooth and elastic.
Place the dough in a lightly oiled bowl, cover, and let rise for 1 hour.
While the dough rises, prepare the harissa broth by combining tomato broth and harissa paste in a saucepan. Bring to a simmer.
Divide the dough into 4 equal portions.
Place each portion into a large plastic bag (or steamer basket). Ensure there is room for the bread to expand.
Steam the bread for 20-25 minutes.
Serve immediately with the harissa broth.
